This material uses the Noise Texture to heavily control reflectivity and bump amounts. In the Extra Light tab a Subsurface Scattering Texture creates the internal luminance.

Turning off the bumps can speed up the render considerably but looses a little bit of the thickness of the surface. Reflective.rmtl
